Devastating Floods in Rasuwa: Over 200 Hydropower Personnel Missing, Projects Face Catastrophic Damage

The tranquil valleys of Rasuwa, a region vital to Nepal's burgeoning hydropower sector, have been plunged into crisis following unprecedented floods in the Bhote Koshi and Trishuli rivers. The devastating deluge has inflicted severe human and physical damage on several key hydropower projects, leaving over 200 employees and workers missing and many more trapped, sending shockwaves through the nation's energy landscape and investor community.

Initial reports paint a grim picture, detailing the disappearance of more than 200 individuals across five major hydropower projects, with some tragically confined within submerged tunnels. The scale of the disaster underscores the inherent risks associated with large-scale infrastructure development in Nepal's challenging mountainous terrain, particularly during the volatile monsoon season.

Among the hardest hit is the Upper Trishuli-1 Hydropower Project (216 MW), currently under construction and a cornerstone of Nepal's future energy supply. The project has reported the most significant casualties, with 76 employees of its electro-mechanical contractor, Andritz Hydro, unaccounted for. This group comprises both Nepali and foreign nationals, highlighting the international collaboration involved in such ventures. Adding to the concern, 11 employees from the project's promoter company, including 8 Korean citizens, are also missing, alongside 7 project consultants. Rescue efforts are critically focused on the headworks area, where 12 individuals are awaiting assistance, and the powerhouse region, where over 200 workers are stranded, their fate hanging precariously in the balance.

The Langtang Khola Hydropower Project (20 MW) faces an equally dire situation, with an estimated 60 individuals—25 staff and 35 workers—trapped within its tunnels. Communication with these individuals has been entirely severed, intensifying fears for their safety. Rescue operations are severely hampered by the lack of available helicopters, a critical resource for accessing the remote and flood-affected areas.

Further downstream, the Rasuwagadhi Hydropower Project (111 MW) has reported 51 employees missing in the aftermath of the floods. While three individuals managed to save themselves by seeking refuge on higher ground in the Timure area, the vast majority remain unaccounted for, with all communication links completely severed. Similarly, the Mailung Khola Hydropower Project (5 MW) has been unable to contact 8 employees working at its power station since Wednesday, prompting plans for an urgent aerial survey via helicopter to ascertain their condition.

Even the operational Rasuwa Bhote Koshi Hydropower Project (120 MW) has not escaped unscathed, with two workers from its civil contractor, Sino Hydro, reported missing. Fortunately, five other personnel—three Chinese and two Nepali—were able to find shelter in a nearby village, and efforts are underway to evacuate them by helicopter.

The overarching challenge in this unfolding tragedy is the immense difficulty of rescue operations. Extensive damage to road networks by floods and landslides has rendered ground access impossible, while widespread communication outages have made it arduous to gather accurate information on the full extent of the damage and the precise locations of the missing. Compounding these issues are adverse weather conditions and the rugged, inaccessible topography, which have caused significant delays in helicopter-based rescue missions. The Ministry of Energy is actively coordinating with the Ministry of Home Affairs to mobilize all available resources and expedite rescue efforts, but the scale of the disaster presents a formidable challenge.

For investors, this incident underscores the significant operational and financial risks inherent in the hydropower sector, particularly in a country prone to natural disasters. Project delays, potential cost overruns for reconstruction, and the tragic loss of skilled personnel could have long-term implications for the affected companies and the broader energy market. The incident serves as a stark reminder of the need for robust disaster preparedness and resilient infrastructure design in Nepal's critical energy projects. The nation watches with bated breath as rescue teams battle against time and nature to bring relief to those affected by this catastrophic event.
