Nepal Rastra Bank Mandates PSPs to Boost Digital Tax Payment Incentive Program

In a significant move to accelerate the adoption of digital payment methods for tax collection, Nepal Rastra Bank (NRB), the central bank of Nepal, has issued crucial directives to all licensed Payment Service Providers (PSPs). This initiative aims to bolster the effectiveness of the 'Taxpayer Incentive Gift Program, 2083' launched by the Nepal Government's Inland Revenue Department (IRD).

The 'Taxpayer Incentive Gift Program, 2083' is designed to encourage taxpayers to utilize electronic systems for their tax payments, thereby enhancing efficiency, transparency, and convenience in the tax collection process. Recognizing the pivotal role of digital payment platforms in achieving this goal, NRB's Payment Systems Department has instructed PSPs to actively facilitate and promote the program through their mobile applications and services.

Under the directive, signed by NRB Executive Director Nischal Adhikari, PSPs are required to implement several key measures to ensure seamless participation and clear communication for taxpayers. These measures are critical for establishing interoperability within the electronic payment ecosystem and maximizing the program's reach and impact.

Firstly, all PSPs must integrate a dedicated 'FAQ' (Frequently Asked Questions) section within their mobile applications. This section should specifically address common queries related to the 'Taxpayer Incentive Gift Program, 2083'. The inclusion of an FAQ aims to provide immediate clarity to users, reduce the burden on customer support, and empower taxpayers with readily accessible information, fostering greater confidence in digital transactions.

Secondly, PSPs are mandated to send out timely notifications to their customers via mobile apps. These notifications are to commence from Shrawan 16 (July 31st) to pre-inform users about the program, which is officially set to launch on Shrawan 21 (August 5th). Proactive communication is essential to build awareness and ensure that taxpayers are well-informed about the opportunity to participate and potentially receive incentives for their digital tax payments.

Lastly, if participation in the incentive program necessitates an update to the user's mobile application, PSPs must clearly communicate this requirement through notifications. This ensures that technical readiness does not become a barrier to entry, allowing all eligible taxpayers to seamlessly engage with the program after ensuring their apps are up-to-date.

This strategic intervention by Nepal Rastra Bank underscores the government's commitment to fostering a digital economy and modernizing public services. By leveraging the widespread reach of digital wallets and mobile banking applications, the program is expected to significantly increase the volume of digital tax payments. This not only offers greater convenience and security for taxpayers but also streamlines the administrative processes for the Inland Revenue Department, reducing reliance on cash transactions and enhancing data accuracy for economic planning.
