Nepal's Inland Revenue Department Launches Taxpayer Incentive Program to Boost Compliance and Formalize Economy

The Inland Revenue Department (IRD) of Nepal has initiated a significant "Taxpayer Incentive Gift Program," marking a pivotal step towards enhancing tax compliance and fostering a culture of demanding official bills for transactions. This initiative, which commenced on July 1st (Shrawan 1st), aims to encourage consumers to actively participate in the formal economy by registering their cash transaction bills, thereby contributing to increased transparency and revenue generation.

Under this program, consumers who make cash purchases of goods or services exceeding NPR 100 and obtain an original PAN (Permanent Account Number) or VAT (Value Added Tax) bill are eligible to participate. The IRD has launched a dedicated online portal, prize.ird.gov.np, where eligible consumers can easily upload their bills. This digital platform streamlines the registration process, making it convenient for the public to engage with the program and ensuring that their contributions to the formal economy are recognized and rewarded.

A forward-looking aspect of this initiative is its integration with digital payment systems. The IRD has clarified that transactions made via QR codes through banks or digital wallets are automatically included in the incentive program's system. Consumers using QR payments for purchases over NPR 100 do not need to manually upload their bills. Instead, their transaction numbers, which are already recorded in the system, will serve as their entry for the prize draw. However, the department strongly advises all consumers, including those using QR payments, to securely retain their original bills, as these will be mandatory for prize verification and collection. This dual approach acknowledges the growing trend of digital payments while still emphasizing the importance of physical documentation for accountability and verification.

Deputy Director General and Joint Secretary at the IRD, Janak Raj Sharma, highlighted the program's objective to cultivate a strong "bill-taking culture" among consumers. Beyond the incentive, the IRD is actively encouraging the public to demand original VAT and PAN bills for all purchases. Furthermore, consumers are urged to report any instances where businesses refuse to issue proper bills, empowering them to act as watchdogs for tax compliance. This measure is expected to curb informal transactions and reduce tax evasion, ultimately broadening Nepal's tax base and ensuring a fairer playing field for compliant businesses.

The incentive structure is designed to be attractive. Daily, one lucky consumer will receive a cash prize of NPR 100,000 (after tax deduction). Additionally, a bumper prize of NPR 1,000,000 will be awarded every fifteen days, meaning two bumper winners per month. The IRD is preparing to announce the first set of winners for the initial 15-day period (from July 1st) in the coming week, with technical preparations reportedly complete. This regular distribution of prizes is expected to maintain public engagement and enthusiasm for the program.

This initiative aligns with the broader economic objectives outlined in the current fiscal year's budget (FY 2080/81), which was presented by Finance Minister Dr. Prakash Sharan Mahat. The program aims to bring more taxpayers into the formal tax system and enhance the overall efficiency of tax collection. By incentivizing consumers to demand bills, the government seeks to create a more transparent marketplace, reduce the shadow economy, and ensure that businesses accurately report their sales and pay their due taxes.
