Nepal's Cabinet Unveils Eleven Key Decisions: From Education Reforms to International Diplomacy

The Nepali Cabinet, in its recent Wednesday meeting, has announced a comprehensive set of eleven pivotal decisions poised to influence various sectors of the nation, ranging from education and infrastructure to international relations and legislative frameworks. These decisions underscore the government's multi-faceted approach to national development, administrative efficiency, and social welfare.

A significant highlight among the cabinet's resolutions is the substantial increase in remuneration for early childhood development facilitators, school employees, and school assistants. The federal government has decided to augment their monthly salary grant by an additional Rs. 5,000. This move is expected to directly benefit a large segment of the education workforce, improving their living standards and recognizing their crucial role in foundational education. Furthermore, the cabinet addressed long-standing disparities in teacher salaries by approving the equalization of remuneration for teachers working under teaching support grant quotas. Specifically, secondary-level (grades 9-10) teachers will now receive salaries equivalent to secondary third class, while basic-level (grades 6-8) teachers will be compensated at the lower secondary third class rate. These measures are anticipated to boost morale within the education sector, attract more qualified individuals, and ultimately contribute to enhancing the quality of public education across the country.

In a move to bolster national infrastructure and safety, the cabinet approved the acceptance of a significant grant assistance package from the Government of Japan. Valued at approximately NPR 2.73 billion, this aid is earmarked for the crucial Air Traffic Control (ATC) improvement project at Tribhuvan International Airport (TIA). This investment is vital for modernizing Nepal's primary international gateway, enhancing air safety standards, and improving operational efficiency, which are critical for both tourism and trade. Improved ATC systems will not only ensure safer air travel but also potentially increase the airport's capacity, facilitating greater international connectivity.

The government also focused on strengthening its administrative and legislative frameworks. The cabinet sanctioned the approval of the Software Development and Operations Committee Formation Order, 2083. This initiative signals a commitment to digital transformation and e-governance, aiming to streamline public services, improve data management, and foster greater transparency and efficiency within government operations. Additionally, two crucial legislative amendments received the cabinet's green light for submission to the Federal Parliament: a bill to amend the Payment and Settlement Act, 2075, and another to amend the Citizen Investment Trust Act, 2047. These amendments are expected to modernize Nepal's financial sector, enhance regulatory oversight, promote digital payment systems, and strengthen the framework for long-term savings and social security, thereby fostering a more robust and inclusive financial ecosystem.

On the international front, Nepal continues to engage actively in global and regional forums. The cabinet granted approval for a Nepali delegation, led by the Honorable Foreign Minister, to participate in the upcoming United Nations General Assembly in New York, USA. This participation is crucial for Nepal to articulate its national interests, contribute to global discussions on pressing issues such as climate change, peace, and sustainable development, and strengthen its diplomatic ties. Regionally, approval was given for a delegation led by a Joint Secretary of the Ministry of Home Affairs to attend the 14th meeting of the Joint Working Group on Border Management in India. This engagement is vital for fostering bilateral cooperation on border security, managing cross-border issues, and enhancing overall regional stability.

Further demonstrating its commitment to international collaboration, the cabinet approved the establishment of a sub-center (branch) of the Asian Disaster Preparedness Center (ADPC) in Nepal. Given Nepal's vulnerability to various natural disasters, this sub-center will play a pivotal role in enhancing the nation's disaster resilience capabilities, facilitating knowledge exchange, and coordinating regional efforts in disaster risk reduction and management.

Finally, the cabinet also approved a bilateral air service agreement between the Government of Nepal and Saudi Arabia. This agreement is expected to significantly boost connectivity between the two nations, facilitating trade, tourism, and labor migration, which is a key aspect of Nepal's economy. In an administrative decision, Joint Secretary Mr. Kamal Prasad Bhattarai was promoted to Gazetted Special Class and appointed as the Chief Secretary of the Office of the Chief Minister and Council of Ministers, Bagmati Province, reinforcing the government's focus on efficient provincial governance.

These eleven decisions collectively reflect the government's strategic vision for comprehensive national development, addressing immediate social needs while laying the groundwork for long-term economic growth, improved governance, and strengthened international standing.
