Nepal Government Initiates Dismissal Proceedings Against Accountant for Prolonged Unauthorized Absence

The Office of the Financial Comptroller General (OFCG), operating under the Ministry of Finance, Government of Nepal, has initiated formal proceedings to dismiss an accountant who has been absent from duty for over 90 days without official notification. The accountant in question, Ms. Saraswati Ghimire Gyawali, a Non-Gazetted First Class Officer of the Nepal Administration Service, Accounts Group, is currently assigned to the Mechanical Training Center located in Patandhoka, Lalitpur. Records indicate that Ms. Gyawali has been continuously absent from her workplace since December 18, 2024 (corresponding to 2081-09-02 BS), without providing any prior information or justification for her prolonged absence. This extended period of unauthorized leave has prompted the OFCG to take stringent measures.

This is not the first instance of the OFCG attempting to contact Ms. Gyawali. Previously, a 15-day public notice was issued on July 27, 2026 (2083-04-12 BS), providing her with an opportunity to present her clarification or defense. However, the office confirmed that she failed to submit any explanation within the stipulated timeframe. Consequently, the OFCG has now issued a second and final public notice, signaling the advanced stage of the dismissal process.

The current notice serves as a final ultimatum, granting Ms. Gyawali 30 days from the date of its publication to submit a satisfactory explanation or clarification. Failure to do so will result in her removal from service. The legal basis for this action is rooted in the Civil Service Act, 2049, specifically Section 61(1)(ch), which addresses prolonged unauthorized absence, and Section 59(b)(1), which outlines the provisions for disciplinary action. It is important to note that the notice specifies that her dismissal, if it occurs, will be carried out in a manner that does not render her ineligible for future government service, as per the Civil Service Rules, 2050, Rule 110(b).
