Nepal's 'Hello Sarkar' Undergoes Major Digital Transformation for Enhanced Public Service and Governance

In a significant move towards bolstering public service delivery and fostering good governance, the Prime Minister's Office and Council of Ministers is set to revolutionize 'Hello Sarkar', Nepal's primary citizen complaint mechanism. The initiative aims to upgrade the existing system into a comprehensive 'Citizen Complaint and Integrated Service Management System', promising a faster, more transparent, and highly effective approach to addressing public grievances.

Deputy Secretary Krishna Sapkota of the Hello Sarkar branch revealed that a detailed concept paper and a draft action plan have already been prepared and submitted for discussion. The proposed upgrade envisions a unified digital portal capable of managing complaints received through diverse multi-channel platforms, including traditional phone calls, the official website, and popular social media channels like Facebook, WhatsApp, and Instagram, as well as email. This integration is expected to streamline the complaint registration and resolution process, eliminating the need for citizens to navigate multiple platforms.

The new system introduces several key functionalities designed to empower citizens and enhance administrative efficiency. Complainants will have the option to directly register their grievances with the relevant government office and track the progress of necessary actions. For those who prefer not to engage directly, Hello Sarkar's automated system will facilitate the forwarding of complaints to the appropriate body. Crucially, the entire process, from progress monitoring to providing updates to service recipients, will be managed through a single, integrated platform, ensuring consistency and ease of access.

Further enhancing its reach and effectiveness, the plan includes the interconnection of various government call centers. Complaints received on the toll-free number 1111 will be intelligently routed to the call center of the specific ministry or body responsible for the issue. In instances where the concerned body fails to provide a resolution, the complaint will automatically revert to Hello Sarkar for further action. This innovative mechanism is expected to significantly reduce bureaucratic hurdles, preventing citizens from having to repeatedly visit different offices for the same issue, thereby saving time and effort.

A recently formulated 'Citizen Complaint and Integrated Service Management Guideline' underpins this transformation, proposing the integration of complaint management systems across all three tiers of government: federal, provincial, and local. This guideline also introduces stringent timelines for complaint resolution, categorizing grievances based on urgency. Essential complaints are mandated to be addressed within 24 hours, highly urgent ones within three days, urgent matters within seven days, and general complaints within 15 days. A crucial aspect of this new framework is the emphasis on feedback; a complaint will only be officially closed after receiving satisfactory feedback from the complainant, ensuring accountability and citizen satisfaction.

The necessity for such an upgrade is underscored by a dramatic increase in public grievances. Hello Sarkar witnessed an astounding 321% surge in complaints in the fiscal year 2082/83 compared to the previous year. The number of complaints escalated from 16,568 in FY 2081/82 to a staggering 69,724 in FY 2082/83. Notably, over 56% of the total 124,581 complaints registered over the last five fiscal years were recorded in the most recent fiscal year alone. Deputy Secretary Sapkota attributes this significant rise to increased public trust and heightened expectations from the current government, signaling a greater willingness among citizens to engage with official channels for redressal.

Recent operational data further highlights the system's activity. In the last three months, Hello Sarkar received 50,721 complaints, successfully resolving 39,177 of them. During the same period, the toll-free service handled 50,196 phone calls, with 40,016 being addressed. For the current fiscal year, from July 1st to 18th, 9,610 complaints were received, and 6,601 have already been resolved. This continuous engagement and the ongoing efforts to streamline processes are critical. The successful implementation of this upgraded system is anticipated to transform Hello Sarkar into a pivotal tool for government policy formulation and a guiding beacon for good governance, ultimately fostering a more stable and predictable environment for both citizens and investors alike. A responsive and efficient public administration is a cornerstone of economic stability and investor confidence, making this initiative a positive indicator for Nepal's overall development trajectory.
